José E. Serrano served as a U.S. Representative for New York from 1990 to 2021. Throughout his tenure, he represented a district in the South Bronx, which was known for being densely populated and majority Hispanic. He was a member of the House Appropriations Committee. At the end of his time in Congress, he was the ranking member of the Appropriations Subcommittee on Financial Services, and he previously served as chair.
